Overview

In 2016 EuroMarine launches a single call for four categories of activities.

In order to maximize the number of Member Organizations (MOs) that will receive funds under the 2016 call, EuroMarine limits its financial contribution to successful activities to the below-specified maximum levels. Applicants are asked to find co-funding when necessary.

The elegible categories of activities and corresponding funding levels are as follows:

  • Foresight Workshops ('horizon scanning', FWS) – maximum funding: 7,500 €
  • EuroMarine Working Groups (WG) or EuroMarine Service Worskhops (SWS) – maximum funding: 7,500 €
  • Capacity building and training (CBT), both in the area of science or that of 'transferable skills', with two subcategories
    • First edition of new EuroMarine course (CBT-NC) – maximum funding: 10,000 €
    • Existing, established course (CBT-EC) – maximum funding: 5,000 €
  • Endorsements (E) – maximum funding: 2,500 €

To be eligible, proposals should address EuroMarine priorities, as defined in the 2015 summary text on EuroMarine scientific strategy.

Proposals should involve at least three 2016 Full (paying) Member Organisations of EuroMarine, from at least two different countries. (Please refer to the provisional 2016 membership list and do not hesitate to contact secretariatateuromarinenetwork [dot] eu for any contact information).

Activities should preferably be carried out in 2017 and any exemption should be requested and justified in the proposal.

The call budget will range from 100 k€ to 120 k€ depending on final EuroMarine 2016 resources and the number of proposals.

To submit a proposal, please fill in and return the application form (using either the Word or the Open Office template) following instructions therein.

Timeline

  • 4th March: Pre-announcement of the call (through the EuroMarine mailing lists)
  • 1st April: Publication of the call
  • 31st May: Deadline for proposal submission
  • 1st June - 1st Sept.: Review process
  • 14th Oct.: Publication of the results

Selection process

The four sets of proposals corresponding to the above four categories will be reviewed separately using specific criteria and specific pools of referees (EuroMarine volunteers).

The EuroMarine Steering Committee will be in charge of the final selection and moderation to ensure a balance of disciplines and topics within the available budget.

Notification and publication of outcome

All proposers will receive a notification and the outcome will be posted on the EuroMarine website.

Each of the activities funded by EuroMarine will be described on a specific webpage on the EuroMarine website and will be announced in a timely manner on the EuroMarine mailing list so that EuroMarine members can apply to participate.

Funding decisions made by the EuroMarine Steering Committee during its 7 Oct. meeting have been notified to proposers on 14 Oct. 2016 as scheduled. 

The EuroMarine Steering Committee (in charge of the call procedures and the final moderation process) thanks the 28 proposers, as well as the 59 referees from EuroMarine organisations who made the call possible and contributed to a robust referring and selection process.

EuroMarine members submitted 28 proposals requesting co- or full funding for:

  • 13 foresight workshops (FWS)
  • 4 working group meetings (WGM)
  • 10 capacity building and training activities (CBT)
  • 1 endorsement (E).

Fifty nine of the seventy two scientists from EuroMarine Full Member Organisations (MOs) who had volunteered could actually participate in the review process. Each proposal was reviewed by 8 to 11 reviewers (with an average of 9.33 reviews per proposal). The EuroMarine Steering Committee (SC) moderated the review results during its 7 Oct. 2016 meeting.

As a result, 15 out of 28 proposals could be funded (54% overall success rate). The final call budget amounts to € 99,880. Funding will directly benefit to MOs that manage (M), co-organise (C) or have a key participant (K) involved in the activities, i.e. to 40 Full MOs in 14 countries (out of 58 Full MOs in 17 countries at consortium level; out of which 46 in 15 countries were involved in at least one proposal at M, C or K level). There were 5.21 MOs involved (at M, C or K level) per proposal in average among the 28 proposals submitted; there are 5.53 among the successful proposals.

Details on the review and moderation process and additional statistics have been assembled in a report (attached below; accessible only to EuroMarine members onced logged in), to be presented before the EuroMarine General Assembly, during its Feb 2017 meeting.
